Higher Education Financial Services (HEFS)
 
The Office of the State Superintendent of Education's (OSSE) Higher Education Financial Services (HEFS) administers the District of Columbia's four higher education grants: DC Tuition Assistance Grant (DCTAG), DC Leveraging Educational Assistance Partnership (DCLEAP), DC Adoption Scholarship (DCAS) and DC Adult Scholarship Program (DCASP). District residents may apply for all four grants using one streamlined application called the DC OneApp. Eligibility varies for each program. The DC OneApp deadline is June 30, 2008.
The online application is available beginning January 1, 2008.
 
To help applicants prepare to complete their DC OneApp easily and quickly, HEFS offers the DC OneApp Worksheet. By completing the worksheet, applicants will have a preview of the application questions before submitting the DC OneApp application online and know the required supporting documents to complete the application process.

 
Note: All required supporting documents are due at the same time. For processing and efficiency reasons, HEFS no longer accepts documents on different days or at different times.
 
Major Changes for the 2008-2009 academic year
  • ALL DC OneApp required supporting documents must be mailed or hand delivered to the OSSE, at the same time, to be considered for an award.
  • Faxes will not be accepted.
  • The Office of Tax and Revenue Authorization Form will only be available April 15 through August 29, 2008.
  • Only one current utility bill, bank statement, pay stub, or mortgage statement is required.
  • DCTAG applicants and/or parents/legal guardians cannot earn more than $1 million annually.
